All homes in England and Wales new to the market need a HIP by law.

Home Information Packs (HIPS)


Home information packs have been introduced on a phase basis since the start of August 2007. The government has introduced HIPS to make buying and selling clearer and more straightforward and also to encourage homes to be more energy efficient. From 1st August 2007 HIP packs were required for the sale of 4 bedroom properties and larger. From 10th September 2007 homes for sale with 3 or more bedrooms also require a HIP. As from 14th December 2007 all properties marketed for sale in England and Wales will need a HIP.

All properties that are put on the market after the 14th December 2007 should have a prepared HIP available to buyers when marketing their home for sale.

The pack will provide buyers with important information early on. The pack includes an Energy Performance Certificate containing advice on how to cut carbon emissions and fuel bills. Also included are documents such as a sale statement, searches and evidence of title. It will give the buyer a clear picture of any issues they need to be aware of before making an offer. Currently most of the important information only emerges after an offer has been made, during Conveyancing. Issues that come up at this stage may result in a buyer pulling out of a sale, which means wasted money on searches and legal fees.

It is the responsibility of the person selling the property to arrange a HIP. It must be available on the first day the property is marketed. Some Solicitors and Licensed Conveyancers provide this service, in addition there are independent companies that also prepare HIPS. Look in your local directory for more information.

Failure to comply with the Home Information Pack Regulations 2006 can result in a fine.

Energy Performance Certificate (EPC)

EPC gives property owners, tenants and buyers information on the energy efficiency of properties. It gives the property a standard energy and carbon emissions efficient grade from A to G.

These measurements are obtained using the same calculations for all properties, so you can compare the energy efficiency of different properties in England and Wales. Part of this certificate is a recommendation report which lists the potential rating that your property could achieve. If you make these changes you could cut your fuel bill, improve energy performance and help cut carbon emissions.

If you are selling a property an EPC will be attached to your HIPS pack. Whereas, if you are letting a property you will only be required to obtain an EPC . This is required by law and comes into effect from the 1st October 2008. However, this certificate is valid for 10 years and should be shown to perspective tenants the first time you let or re-let your property.
